Joan admitted years ago that she had very fine hair and had no choice but to wear wigs. She claimed the only time she didnt wear wigs was when she had her hair pulled right back into buns on Dynasty.

Maybe her hair in Star Trek episode 'City on the Edge of Forever' is real. That was a long time ago and her hairdo wasn't so over the top extravagant. I understand that she started to use wig for the part of Alexis because her hair was too fine to pull of the enormous hairdos.
